Despite living in California I do not practice the "California Roll" because I really really don't want to get a ticket. Red wheels and loud exhaust make me a target already, so I'm sure as hell not going to give anyone a reason to pull me over. Also, speeding up from going 4 miles an hour isn't something my car enjoys, it would really rather stop first.

Depends on the situation, but sometimes I do roll. That said, stop signs are very rare here.

Are we talking about not coming to a complete stop for three seconds before proceeding (say, inching forward and not going until you know for sure it's clear) or are we talking about rolling through a stop sign at 5+ mph and just hoping you can slam on the brakes before somebody blasts through the intersection?

I think this depends on what you guys consider a stop. I'm not going to sit there for 5 seconds at a dead stop unless cars are coming. If you are near-stationary and check every direction for no one else, and go, then what's the issue?

Eh, stop signs just establish right of way. If nobody's coming, what's the point of stopping? Slow down, sure. Stop, depend on the situation.

In my city most stop signs are there because of the big setback building a city in a "perfect" grid causes: terrible intersection vision when you add that streets are sort of narrow and buildings are packed tightly.
You have to stop at the sign, before the white lines and then proceed at a crawl to see over the parked cars at every 90º intersection. Some offer better vision than others, but I always stop fully... and then I'm forced to bend the law.

when I drove an automatic trans car I did it all the time, but i almost never do it when driving stick.

I drove a cop-bait car for years, so I learned why you should follow every law exactly.
There is a tiny effect on fuel economy if you stop constantly, but for the few signs you see, there is no benefit to rolling through them. It's not so much as dangerous as much as it is simply inefficient. All of the benefits are negligible, and all of the drawbacks are not.

Crawling through a sign seems fine to me after stopped, and I'm not sure it's illegal if you've already come to a complete stop.

A complete stop is when your wheels are no longer turning. Near-stationary doesn't cut it, at least according to the law.

Yeah, but some places say you need to be totally stationary for a few seconds. I guess different states have different rules for how long you have to sit there. Which seems like an eternity when there is no one around.

If I can very clearly see in all directions I won't completely stop. I will slow to a crawl, and if it's all clear, I'm gone.

If there isnt a car within several blocks, I will roll slowly. If there are cars, its a full stop. Stating because its illegal, is as stupid as asking if someone ever goes over the speed limit.
